Using Evidence and Data to Drive Sustainable Energy Policies in Africa

Africa stands at a pivotal moment in its development trajectory. The continent faces a persistent energy access gap, rapid population growth, accelerating urbanization, and rising exposure to climate risks. At the same time, Africa is endowed with some of the world’s richest renewable energy resources, including solar, wind, hydro, and geothermal, capable of powering inclusive, low-carbon economic growth.

Despite this potential, more than 600 million people in Sub-Saharan Africa remain without access to electricity, representing over 80% of the global energy access deficit (International Energy Agency [IEA], 2023; United Nations, 2023). According to IRENA (2022), Africa possesses approximately 60% of the world’s best solar resources, yet accounts for less than 5% of global installed solar capacity. The World Bank (2023) similarly finds that Africa attracts a disproportionately small share of global renewable energy investment relative to its resource endowment and population size. Energy poverty remains most pronounced in rural areas and fragile contexts, where unreliable or non-existent power constrains livelihoods, service delivery, and economic opportunity.

This coexistence of vast renewable resources and widespread energy poverty reveals a central paradox of Africa’s energy landscape. It also underscores a critical truth: Africa’s clean energy transition will not be driven by technology alone. It will be shaped by policy choices and the effectiveness of those policies depends fundamentally on the quality of data and evidence that inform them.

Why Energy Policy Matters for Africa’s Development

Energy policy is not merely a technical or regulatory concern; it is a powerful instrument of economic transformation and social inclusion. A substantial body of empirical evidence demonstrates that reliable electricity access is closely linked to productivity gains, firm growth, and job creation, particularly among micro, small, and medium-sized enterprises (MSMEs). World Bank enterprise surveys and analytical studies show that firms operating in electricity-constrained environments experience higher production losses, increased operating costs due to self-generation, and reduced competitiveness (World Bank, 2022). Conversely, improved access to reliable power enables longer operating hours, adoption of productive technologies, and expansion into higher-value activities.

Beyond economic outcomes, electricity access is foundational for human development. Evidence from the World Health Organization highlights the role of electricity in powering health facilities, enabling diagnostic equipment, supporting cold-chain systems for vaccines, and improving maternal and neonatal care (WHO, 2021). Similarly, UNESCO data show that access to electricity enhances digital learning, improves school retention, and supports teacher effectiveness, particularly in underserved communities (UNESCO, 2022).

However, African policymakers face difficult trade-offs. Energy systems must be affordable, reliable, environmentally sustainable, and equitable, often within tight fiscal and institutional constraints. Poorly designed energy policies, such as untargeted subsidies or unclear regulatory frameworks, can deter private investment, strain public finances, and entrench inequality. In contrast, evidence-based energy policies allow governments to prioritize interventions that maximize economic, social, and climate benefits.

The Role of Data and Evidence in Energy Policymaking

Evidence-based energy policymaking involves the systematic use of high-quality data to guide decision-making across the policy cycle from planning and design to implementation and evaluation.

Key data inputs include:

  • Energy supply and demand statistics, compiled by national utilities and energy ministries and consolidated by institutions such as the International Energy Agency (IEA)
  • Cost–benefit, financial, and lifecycle analyses, widely used by development finance institutions, including the World Bank, African Development Bank (AfDB), and International Renewable Energy Agency (IRENA)
  • Climate and emissions data, produced by bodies like the Intergovernmental Panel on Climate Change (IPCC) to assess mitigation and adaptation impacts
  • Socio-economic and gender-disaggregated data, generated by national statistical offices and UN agencies to ensure inclusive policy design

There are major deficits in policy coherence, planning capacity, and data-driven decision-making. Where data are weak or fragmented, uncertainty increases, discouraging investment and undermining long-term planning. Yet, despite improvements in recent years, critical data gaps continue to constrain effective energy policymaking across much of the continent.

First, national energy statistics are often outdated or incomplete. Many countries struggle to capture real-time information on electricity consumption, grid reliability, and generation capacity. This challenge is particularly acute for decentralized energy systems. According to IRENA (2023), off-grid solar and mini-grid solutions now serving tens of millions of households across Africa are frequently underreported or excluded from national energy accounts, resulting in distorted planning and underinvestment.

Second, there is a significant shortage of social and distributional impact data. Evidence from UNDP (2021) indicates that energy policies often lack information on differentiated impacts across gender, income groups, and geographic regions. As a result, interventions may unintentionally reinforce existing inequalities or fail to reach those most in need.

Third, weak monitoring, evaluation, and learning (MEL) systems limit governments’ ability to assess whether clean energy investments deliver sustained economic and social outcomes. Without credible performance data, it becomes difficult to scale successful models, correct underperforming interventions, or justify continued public and private investment.

As development practitioners frequently observe, what is not measured cannot be effectively managed or scaled.

How Evidence Improves Sustainable Energy Outcomes

When energy policies are grounded in robust data and credible evidence, the benefits are tangible and measurable. The International Energy Agency (IEA, 2024) reports that annual clean energy investment in Africa has risen to over USD 20 billion, driven in part by clearer policy signals, improved regulatory frameworks, and stronger data availability. However, despite hosting nearly 20% of the global population, Africa continues to receive only a small fraction of global clean energy finance.

Evidence-based policymaking enables governments to:

  • Design targeted subsidy and tariff mechanisms that protect vulnerable households while maintaining fiscal sustainability
  • Prioritize high-impact investments, such as grid expansion, solar deployment, and mini-grid systems
  • Develop predictable and transparent regulatory frameworks that reduce investor risk
  • Strengthen accountability and public trust through measurable results

For private investors and development partners, reliable data reduces uncertainty, lowers transaction costs, and increases confidence, making it easier to mobilize capital at scale. At the end of 2024, global off-grid renewable power capacity reached 11.1 gigawatts (GW), connecting 86 million people to electricity. Africa alone accounted for over three-quarters of the total beneficiaries in 2024. (IRENA, 2024)

The Role of Innovation Hubs and Knowledge Institutions

Innovation hubs and knowledge institutions play a critical enabling role in advancing evidence-driven energy policy. Organizations such as Clean Technology Hub (CTH) operate at the intersection of innovation, capacity building, and climate action.

Global evidence suggests that capacity-building initiatives that integrate data literacy, policy analysis, and monitoring frameworks significantly improve the uptake and effectiveness of clean energy interventions (OECD, 2022). By strengthening MEL systems, supporting digital learning platforms, and fostering collaboration between policymakers, innovators, and researchers, institutions like CTH help translate research and data into actionable policy solutions.

In contexts where government capacity is constrained, such intermediaries are essential for bridging the gap between evidence generation and policy implementation.

Turning Data into Action: What Needs to Change

To fully unlock the potential of evidence-based energy policymaking in Africa, several systemic shifts are required:

  • Investment in modern energy data systems, including digital platforms and real-time monitoring tools
  • Strengthening monitoring, evaluation, and learning frameworks for clean energy programmes
  • Deepening collaboration across government, private sector, academia, and civil society
  • Promoting open data and knowledge sharing to support transparency and innovation

Data must move beyond static reports and dashboards. It must actively inform decisions, investment strategies, and regulatory reforms.

Conclusion

Africa’s sustainable energy future is within reach. The technologies exist, innovation ecosystems are expanding, and the urgency of climate action is undeniable. What remains decisive is a stronger commitment to evidence-based policymaking. By placing data and evidence at the centre of energy policy, African countries can design solutions that are inclusive, resilient, and economically viable. For policymakers, innovators, and institutions alike, the message is clear:

Policy without data is guesswork. Data without policy reflects untapped potential. Together, they form the foundation of Africa’s just and sustainable energy transition.
