Driving Local Solutions for Energy Transition in Gombe State, Nigeria: A Collaborative Path Forward

1. Introduction

This report summarizes the proceedings of a 1-day review and validation meeting focused on advancing local solution for energy transition in Gombe State, Nigeria. The event brought together key stakeholders from various sectors to discuss the potential and challenges of implementing eco-friendly energy initiatives and strengthening agricultural development in the state. The discussions highlighted opportunities for collaboration, policy development, and financial support, underscoring the importance of a multi-stakeholder approach to drive sustainable growth.

2. Overview of Gombe State

Gombe State, established in 1996, is located in northeastern Nigeria. Its semi-arid climate supports agricultural activities, with key crops including maize, millet, groundnuts, and cotton, along with livestock farming. Significant landmarks such as Gombe State University, the Emir’s Palace, and the Dadin Kowa Dam, which aids in irrigation and hydroelectric power, contribute to the state’s economic potential. Additionally, Gombe is rich in mineral resources like gypsum and limestone. The state government is focused on improving infrastructure, education, and healthcare, while leveraging its agricultural and industrial potential for sustainable economic growth.

3. Day 1: Stakeholder Engagements

3.1 Meeting with the Bank of Industry (BOI)

The Clean Technology Hub (CTH) team, led by Project Manager Desmond Bardeson, held discussions with Mr. Hayatudeen Haruna Deba, Project Officer at the Bank of Industry. The conversation revolved around the project’s objectives to promote eco-friendly energy solutions such as clean cooking technologies and the establishment of women-led cooperatives. Mr. Hayatudeen expressed the BOI’s strong commitment to supporting these initiatives and facilitating access to finance for renewable energy projects in Gombe.

3.2 Meeting with the Ministry of Agriculture

The CTH team also engaged with Mr. Bello Abubakar Girei, Head of Loans at the Ministry of Agriculture. Mr. Girei, a seasoned professional with extensive experience in local government development and a deep understanding of Gombe’s government landscape, provided valuable insights into the state’s agricultural development plans. He emphasised the importance of robust policies and initiatives designed to strengthen the agricultural sector. Mr. Girei outlined the comprehensive approach the government is taking, confirming that specific policies tailored to Gombe are currently under review and nearing adoption for implementation. This shared understanding of the government’s vision for agricultural development offers a strong foundation for collaboration between the HBS/CTH project and the Ministry of Agriculture.

4. Day 2: Roundtable sessions with key stakeholders

The second day featured a roundtable session attended by various stakeholders, including government officials, civil society organisations, private sector representatives, and university students. The session focused on reviewing research findings on driving local energy solutions and fostering agricultural growth in Gombe.

4.1 Presentation of research findings

Desmond Bardeson presented the research findings, which highlighted the development of agricultural cooperatives, the importance of gender equality in farming, and the need for sustainable practices that promote equitable access to resources. The findings emphasised a roadmap for forming cooperatives, improving market linkages, and integrating renewable energy solutions, particularly solar energy, into agricultural practices.

4.2 Stakeholder Discussions

Stakeholders engaged in discussions on the implementation strategies for the project’s vision. Mr. Bello Abubakar Girei from the Ministry of Agriculture emphasised the need for tailored business planning support for smallholder farmers. The BOI highlighted available financial products, including a 5% interest solar energy facility designed to support renewable energy and agro-processing businesses. Additionally, Mr. Ibrahim from the Ministry of Works, Housing, and Transportation proposed transitioning to solar energy as a means to reduce Gombe state’s reliance on fossil fuels and to position the country as a hub for solar energy research and development.

5. Recommendations

After extensive discussions, the stakeholders presented the following key recommendations:

  1. Gender Equality: It was recommended that the Bank of Industry, government ministries, and related agencies actively promote gender equality, particularly in initiatives aimed at women-led agricultural cooperatives. This would help in empowering women in rural areas and ensuring their participation in the energy transition.
  2. Information Dissemination: Stakeholders emphasised the need for better dissemination of information about the various financial products and services offered by the Bank of Industry and other agencies. This should include targeted campaigns to raise awareness among women-led initiatives and rural communities about the opportunities available to them.
  3. Capacity Building: The stakeholders recommended that capacity-building programs be expanded and promoted widely, particularly among women and young entrepreneurs. These programs should focus on providing the necessary skills and knowledge to access financial products, implement sustainable farming practices, and integrate renewable energy solutions into their operations.
  4. Communication Channels: It was recommended that open lines of communication be maintained between all stakeholders to ensure continuous collaboration and feedback. Regular updates, meetings, and workshops should be organised to keep all parties informed and engaged in the project’s progress.
  5. Reviving Extension Services: stakeholders highlighted the importance of reviving agricultural extension services to support smallholder farmers. Extension services involve providing technical assistance, education, and resources to farmers to improve their productivity and sustainability. By reviving and expanding these services, the project can create job opportunities, enhance agricultural knowledge, and promote the adoption of innovative practices, thereby contributing to the overall success of the initiative.

6. Conclusion

The roundtable session concluded with closing remarks from Desmond Bardeson, who thanked all participants for their valuable contributions. The collaborative efforts discussed during the meeting are expected to significantly impact energy transition and agricultural development in Gombe State. Continued engagement with stakeholders, along with the implementation of policies and financial support, will be crucial in driving sustainable development and improving livelihoods in the region.
